    Class RoboHostTimeoutError

    Thrown when a robo host's signers do not all come online within the time allowed — see RoboHost.waitUntilOnline.

    Not a failure of the wait so much as a report on it: provisioning runs unattended on the owner's box, so a timeout usually means the setup script is still working, died partway, or never ran. The last observed signers snapshot says which of those it was — an empty list means the host never got as far as registering its signers, while a partial list means some guardians connected and others did not.

    Safe to retry: waiting again simply resumes polling, and re-running the setup script on the host is also safe while no signer has enrolled.
